How to plan successfully? A focus on priority setting, resource allocation and strategic planning (Health District Management)

This intense course aims on enabling the students to plan health projects and programmes, based on systematic analyses of the respective setting. It focuses on practical aspects of the planning and implementation process, using the techniques of a simulation exercise and computer based support. At the end a full project proposal is produced.
Students are always working in small groups of up to six members and will first allocate district health resources in a context of limited funding, while they are introduced to concepts of priority setting and resource allocation, assisted by a computer software tool. In a second part students are introduced in the basic principles of strategic program and project management.
The course is based on exercises that simulate real problems in planning and management as closely as possible to life situations. Participants take the roles of a project design mission - the group work is supervised by experienced facilitators. Using the Logical Framework Approach and other tools they will go through all steps of such a planning process and will write a project proposal document.
The course is designed especially for students with practical experience (but not exclusively) in project work or for those who aim to work in that field. A very good proficiency of English in reading, writing and speaking is recommended for this course.
