Public Health Strengthening Programme

 

 

Since 2002 the Swiss TPH has been mandated by the Swiss Agency for Development and Cooperation (SDC) to implement the Programme for Public Health Strengthening (PSP) in the districts of Karongi and Rutsiro in Rwanda. Currently in its fifth phase, the programme supports the government and the partners at the decentralised levels in the intervention districts to implement the new Health Sector Strategy Plan fro 2009-2012.


Location
The programme is implemented in two districts of the Western Province of Rwanda, namely the districts of Karongi and Rutsiro. The intervention zone covers a population of 600’000 inhabitants, 41 health facilities (4 district hospitals and 37 health centres) and 2 health units.


Approach
The PSP works through the government health system and supports the health policies of the Government of Rwanda (Health Sector Policy and Health Sector Strategic Plan), using both technical and financial support. Financial support is provided directly to all tiers of the health system – district offices, community health insurance schemes, primary health facilities and hospitals. Technical support is provided both through Swiss TPH staff based in Rwanda (Karongi) and Basel, and national experts. Throughout the implementation, a special attention is set on respecting the principle of subsidiarity.

 

Aim and axis of intervention
The general objective of the current phase of the programme is that “the population in the districts of Rutsiro and Karongi participates to the prevention of preventable diseases and has access to a strengthened health system that offers quality care”. By doing so, the programme aims at meeting its overall goal of “reducing in a sustainable manner the morbidity and mortality due to preventable and/or easily treatable diseases and contribute to the reduction of poverty”.

 

For this new phase, the programme focuses on four axis of intervention:

  • Health care financing: support to the health mutuelles (community health insurance scheme) management
  • Decentralisation: support to the health districts organisation
  • Quality of care: support to the minimum package for mother and child health implementation
  • Health promotion: sociocultural activities with youth, focused on health and gender equity promotion
