Background
The desk auditors for the Global Drug Facility were appointed through a competitive process. Currently German Leprosy Relief Association (GLRA), Management Sciences for Health (MSH) and Swiss TPH provide desk audit services to the GDF.
The role of the desk auditor is to review the monitoring dossier for completeness, consistency and credibility, and to determine whether the information included is sufficient to enable the Technical Review Committee (TRC) to make an assessment of whether the GDF terms and conditions of support have been met.
Monitoring dossiers cleared through the desk audit are then submitted to the TRC, which provide recommendations on continuation of GDF support. However, if the GDF monitoring mission suggests 'Green Light' (approval) for continuation of grants there are major concerns in regard with programme performance or terms and conditions of support, then no TRC review is required. In this case, the auditor must determine whether the information provided in the monitoring dossier is sufficient, valid and fulfills the GDF criteria for continuation of grant.

Output
Expected outputs from SCIH services entail:
- Thorough reviewed reports put forward by GDF beneficiary states and GDF monitoring teams
- Recommendations and documentation of the findings to the GDF
