Global Fund DQA |
Background
The Global Fund has developed a simple methodology to assess the quality and accuracy of the data produced by agencies or programmes receiving funds from the Global Fund: the Data Quality Audits (similar to those audits developed by the GAVI Alliance in the past). The DQA tool was piloted in Vietnam for HIV and AIDS, and Rwanda for Tuberculosis. In November 2007 SCIH was commissioned for the piloting in the area of malaria, in Madagascar. Furthermore in 2008, the SCIH was pre-qualified to conduct Data Quality Audits for the Global Fund.

For the piloting phase, the Programme audited was PSI Madagascar (specifically the distribution of Long Lasting Insecticidal Nets and pre-packaged malaria treatments).

Objectives
The main objective of the piloting phase was to assess the robustness of the DQA tools in the area of malaria and in a non-governmental social marketing service delivery mechanism.
Activities
- Visits, interviews and inspection of data related to the programme activities at national level and in a purposive sample of service delivery points and intermediate data aggregation levels (districts and regions).
- Data was entered into an MS Excel workbook, which automatically calculated indicators related to the quality and accuracy of data.
Output
The main output of the piloting phase was a report identifying the strengths and weaknesses of the DQA tools applied in that specific setting. The DQA was robust and the main changes had to do with the fact that there was not a real intermediary data aggregation level rather than due to the fact that the programme approached was a social marketing mechanisms to deliver services. Some other minor points related to the presentation and functioning of the MS Excel workbook were suggested. Despite the fact that the reporting system of PSI Madagascar was very robust and accurate, a few minor recommendations were made in relation to the information system used for internal management.
