Background

The Global Fund to Fight AIDS, Tuberculosis and Malaria was created to significantly increase resources to fight the three of the world's most devastating diseases (HIV and AIDS, Tuberculosis, and Malaria), and to direct those resources to areas of greatest need. As a partnership between governments, civil society, the private sector and affected communities, the Global Fund represents an innovative approach to international health financing.

Objectives

The Global Fund does not have an in-country presence. Instead, it hires Local Fund Agents to oversee, verify and report on grant performance. Local Fund Agents are selected through a competitive bidding process and play an important role in verifying the performance of Global Fund funded programmes. They act as advisory body and can be seen as the “eyes and ears” of the Global Fund.

 

Local Fund Agent in 19 Countries

The System Performance and Monitoring Unit is currently a Local Fund Agent in nineteen countries in Africa, the Middle East, Asia, and Latin America and one REDCA regional project, and oversees 64 Global Fund programmes with a total financial volume of more than US$ 619 million.

LFA Services

Local Fund Agent services include:

  • Initial capacity assessments of fund recipients
  • Assisting the Global Fund during grant negotiations and reviewing all documents related to grant signature (budget, targets, procurement plan, M&E plan,..)
  • Performance-based monitoring during implementation
    • Regular on-site visits to monitor programme performance
    • Review of progress reports and disbursement requests 
    • Verification of the accountable use of funds
    • Review of external audit and fiscal year reports
  • Assisting in-country stakeholders in understanding Global Fund specific procedures
  • Ad hoc assignments undertaken at the request of the Global Fund, such as investigations relating to the suspected misuse of funds
