The Global Learning Programme on National Health Policies, Strategies and
Plans (GLP NHPSP)
Background: The GLP NHPSP’s objective is to strengthen WHO’s capacity to support its
Member States to develop, implement and monitor robust National Health Policies, Strategies
and Plans, and, in concerned countries, to implement the Paris Declaration and IHP+
principles.
The GLP was introduced in May 2010 for the period July 2010 – December 2011 and was
extended with a second phase for the period 2012 – 2013. The specific objectives of the external
evaluation are:
• To evaluate GLP NHPSP implementation and achievements, including technical contents;
learning methodologies; programme effectiveness (in relation to financial inputs,
as well as staff time used to develop, manage and implement the programme);
programme administrative and financial management; programme governance and
institutional arrangements at all levels of WHO; programme sustainability.
• To undertake a brief SWOT analysis of the programme (please note that alternative
evaluation tools can be proposed by the bidder), and describe challenges and lessons
learned
• To make conclusions and recommendations for the future, with particular emphasis
on ways and means to ensure sustainability of such an investment, including institutional
arrangements.
