Policy Gambia - Technical Support to the National Social Protection Policy of the Gambia

Conseil Santé (France), in association with SOFRECO (France) and the Swiss Tropical Public Health Institute (Swiss TPH, Switzerland), has been selected for this European Union funded project to provide Technical Assistance (TA) support to the National Social Protection Policy of The Gambia.
This TA includes the Inclusive Sustainable Growth and Job Creation programme, implemented through a financing agreement between the EU and the Republic of the Gambia, to contribute to stabilising the economic, social and security situation of the country during the democratic transition by facilitating social inclusion and employment of the youth and most vulnerable groups of the population. This TA aims at “facilitating coordination, building capacity, strengthening systems and generating evidence” in the social protection sector, in view to expand the universal life-course social protection from 2020.

Three results are to be reached by the TA:

  • Result 1: Clear and sustainable institutional structures and mandates established for the coordination, financing, and implementation of the NSPP
  • Result 2: Capacity built in the National Social Protection Steering Committee, the Social Protection Secretariat, in the Department of Social Welfare and among other key stakeholders, to effectively implement social protection interventions
  • Result 3: Coordination to develop and validate robust systems to underpin the efficient operation and inform the future evolution of the NSPP

The TA will be responsible for:

  • Providing advice and expertise in the Social Protection sector on (i) institutional development and coordination; (ii) institutional strengthening and capacity building (iii) planning, budgeting and financing
  • Building capacity at central and local levels
  • Supporting service management and monitoring of progress against the performance indicators, formulate policy advisory recommendations and substantial inputs for sector policy dialogue, communication and visibility
