Mr. William Lenoir, MSc, is one of the senior financial professional of the Swiss Centre for International Health’s back-up team in Basel, in the framework of the Local Fund Agent (LFA) mandate for the Global Fund (GF). He particularly deals with, PRs / SRs organizational and functional analysis and administrative, finance, and projects management including feasibility and base line studies implementation, grant negotiation, preparation and review of narrative and financial reports, budgets and reprogramming requests and internal controls systems and manual of procedures. His LFA experience covers all major tasks of the LFA team leader and finance professional, including periodic and analytical communication with respective Country Teams, CCMs and PRs / SRs, active participation to GF in country visits, management of LFA multidisciplinary teams, financial training of new comers and quality control of key deliverables (Capacity Assessment, PU/DR, budget and detailed workplan review, funds tracking, review and follow-up of annual external audits and Office of Inspector General (OIG) audits and investigations. He is currently acting as LFA team leader for Niger and Burkina Faso. He also provides financial backstopping services for West and Central African countries where Swiss TPH is LFA.

Before joining SCIH/Swiss TPH, Mr. Lenoir has been working in several developing countries (Mozambique, Angola and Madagascar) with different non-profit organizations (Health Alliance International and Handicap International Belgium) as well as private consultant firm (SOFRECO) and donor agency (Agence Française de Développement) in different managerial positions related to finance, administration, human resources, logistics, procurement, grants and projects evaluation and management.

Mr. Lenoir has more than 14 years’ experience (including 6 years and 7 months within 'Local Fund Agent' (LFA) mandates on diverse portfolios) in projects evaluation and management, organizational and functional analysis, technical assistance, accounting and finance management, grant budgeting and financial reporting, quality control, review of audit and investigation arrangements and reports, setting-up of internal controls systems, review of non-health tendering processes and frauds detection.
