CM for GBV - Long term partnership on gender-based violence case management in Eastern Europe and Central Asia

Swiss TPH is collaborating with UNFPA’s Eastern Europe and Central Asia Regional Office (EECARO) under a long-term partnership to strengthen gender-based violence (GBV) case management systems across the region. This program responds to the urgent need to address the widespread and underreported issue of violence against women and girls (VAWG) in EECA, where recent data reveals that up to 26% of women in Eastern Europe and 23% in Central Asia have experienced physical and/or sexual violence. The burden is particularly severe among marginalized groups—including women with disabilities, trans and non-binary individuals, refugee women, and ethnic minorities—who are often invisible in existing information and response systems.

In this context, Swiss TPH is co-developing a comprehensive technical assistance toolkit in partnership with UNFPA country offices, aimed at supporting the development of coordinated, survivor-centered, and intersectional GBV case management systems. This collaboration builds on an in-depth review, survey, and consultations with UNFPA country offices in seven priority countries, resulting in a structured technical assistance framework organized around six interconnected domains: legal and policy landscape, funding, multisectoral coordination, data and information systems, case management service provision, and gender-transformative advocacy.

Grounded in four core principles—survivor-centeredness, inclusion, gender transformation, and intersectoral collaboration—the toolkit will include practical resources such as SOPs, protocols, checklists, and advocacy tools. The next phase focuses on co-developing and piloting the package with country offices, strengthening capacity, and supporting implementation through peer learning, case studies, and regional exchange.
