Evaluation - Evaluation of Gender Based Violence (GBV) and Mental Health and Psychosocial Support (MHPSS) Programme in NCA's Ukraine Response
Project Abstract
Using quantitative and qualitative methods, we aim to capture the contribution of programme activities (Contribution Analysis) in supporting survivors, and women and girls' access to lifesaving GBV services that are appropriate and relevant to their immediate needs. We will explore how programme activities and interventions contributed to the observable results as outcomes or impacts based on a plausible casual theory as conceptualized by the programme (e.g. Theory of Change). Evidence will be gathered from programme implementers (and staff), beneficiaries (providers, health sector and service administrators, community members, women and girls affected by violence), case reports and observations to have a better understanding of how, why, and for whom the observed results have (or have not) occurred and the roles played by the intervention and other factors. Through triangulation of data, we will reconstruct the line of reasoning to draw a plausible conclusion to documented results, thereby providing a higher level of confidence regarding the nature and level of importance of the contribution. The evaluation will be driven by four OECD DAC evaluation criteria: relevance, effectiveness, efficiency, and sustainability. The evaluation questions provided by the RFP will be adapted to ensure they fully capture the criteria. They will be reviewed and revised, if necessary, in consultation with the NCA staff and partners during the inception phase based on the data that can be harvested and collected in the context at the time of the field work.
