HFP Kenya - Study to Redesign and Update the MoH Kenya Health Financing Programme with support from the German Government

In January 2021, Kreditanstalt für Wiederaufbau (“KfW”, the German Development Bank), commissioned by the Ministry of Health of the Republic of Kenya (MoH), contracted Swiss TPH to conduct a Study on Health Financing in Kenya, co-funded by the Federal Republic of Germany through KfW. The aim of the study is to inform the redesign of a Health Financing Program (HFP) that has been in an advanced planning stage in 2018 but was finally put on hold. A redesign is required in view of new developments in the health financing landscape in Kenya. The objectives of the study are 1) to review the current design of the Health Financing Program, and b) to identify changes and amendments and propose an updated programme design for implementation. The study presents two main design options and common project design components. These include county coverage and selection, proposed beneficiaries and how to identify them, proposed programme components to be funded, potential partners and roles of key institutions involved, high level considerations for contractual relationships between KfW and GoK (recipient), expected outcomes and critical analyses of the project component’s strengths and weaknesses.
